Civil Rights & Non-Discrimination
Civil Rights Coordinator
The Superintendent appoints the district’s Civil Rights Coordinator to oversee complaints of discrimination involving educational services, programs, and activities. This includes complaints made by students (PreK–12) and/or their parents/guardians related to:
- disability or handicap
- sex

Section 504 (Students with Disabilities)
Section 504 (Students with Disabilities)
Section 504 is a federal civil rights law that protects students with disabilities from discrimination. Its purpose is to ensure that students with disabilities have equal access to educational programs, activities, and opportunities.
To qualify for protection under Section 504, a student must:
- have a physical or mental impairment,
- which substantially limits,
- one or more major life activities.
A student may also be protected under Section 504 if they have a record of a disability or are regarded as having a disability, even if they do not currently require accommodations. Section 504 prohibits discrimination against students in any of these categories.
Under Section 504, the District must provide a Free Appropriate Public Education (FAPE) to each eligible student. FAPE includes regular or special education and related aids and services designed to meet the student’s individual educational needs as adequately as the needs of nondisabled students, in accordance with Section 504 requirements for evaluation, placement, and procedural safeguards.
If FAPE aids or services are needed to meet a student’s individual needs, these supports will be documented in a Section 504 Plan developed for the eligible student. The obligation to provide FAPE applies to all eligible students, regardless of the nature or severity of their disability.
